Multiple Licence Holders
Since 1 August 2007, operators who hold a licence in more than one traffic area have been allocated a lead Traffic Commissioner. The Commissioner will take decisions on all applications relating to their licences.
All matters of non-compliance relating to a multiple licence holder will also be referred to the lead Traffic Commissioner in the first instance. This change was introduced as part of the Government’s proposals for reform of the operator licensing system.
Traffic Commissioners believe that by developing this procedure in exercising their jurisdiction, both the administrative and judicial processes will provide a clearer and more consistent approach to decisions involving multiple licence holders.
All known multiple licence holders should have received a letter explaining the changes and informing them who their lead Traffic Commissioner is. The letter also explained the process for choosing the lead Traffic Commissioner and how to appeal. Any new operator applying for more than one licence, or any existing holder of one licence who applies for a further licence in a different traffic area, should also receive a letter informing them who their lead Traffic Commissioner is.
